Who disapproved the project?

As a World Heritage site, the urban fabric of the Medina of Fez is managed within the framework of the World Heritage Convention.

To preserve its authenticity and integrity, some projects and proposals were disapproved by UNESCO.

But.. many projects were disapproved before the World Heritage inscription of the Medina, before the World Heritage Convention itself, and even before the Venice Charter.
